The first time I saw this collar on a dog was at Northern California Pirate Festival.  It was so adorable, everyone was stopping to take pictures.  Elasticized for a comfortable fit, and Velcro closure, I was really suprised my 65 pound very fluffy dog adjusted to the feeling of it in just a minute or two, relaxed, and left it alone.  Will fit a larger small dog up to medium dog.  Stretches from 14 to 19 inches comfortably, and about 3 inches more, uncomfortably.  2 inch wide white elastic with ruffled netting and gold sparkle trim.
